Block permissions for user

Hi
I have created a new user for my client to be able to edit the content of the website. I have set the permissions so that he can edit all content blocks. But some blocks still give him a message :"access denied." Should I specify block edit permissions for these block specifically? how?
What should I do so he would be able to edit those blocks?

anyone? I really don't know why i's giving this message and I'd appreciate some help :S
I guess you've moved on...but, have you check the inheritance of your pages?
yeah... the inheritance was fine I don't know why but I had to go into the scrapbook and specify the permissions for each block by itself ... that worked even though there may have been a better way to do it... If you know it I'd love to hear it for future reference!
