Blocks & Stack Permission is not setting up to Group

Ok, I set up which block I want the people to use in block-1. However in block-2 it doesn't recognize the set up.

Now I believe this changed after I updated to 5.6.3.1. It was working before in 5.6.2. Is there a file I need to go and change inside Concrete5 files to stop pulling from I'm assuming the default.

It looks like now one can help with this. I'm running all around trying to figure this out but nothing seems to be working. Any suggestion on how I can get the custom fields working for the blocks permission would be very helpful.
