C5 Navigation Bar Empty

Hello-

I encountered a strange thing today on one of my sites. The C5 navigation bar (silver at the top of the page) was empty today when not in the dashboard. It's still there, but there are no buttons anymore.

I tried uploading a fresh version of /concrete to the server but it didn't help.

Here is the error_log record I keep getting:
