Can not add content block

Hello,
I have a user that does not get the Add to Main prompt when editing a page. They are a member of the Add Block and MS-Admins groups. These groups have been added to the permission of the parent page and the blocks & stacks permissions.
The user can add a block to the parent page but does not get the add to main prompt when editing a sub-page. By the way the user can create a sub-page just fine.
The user does get the Add to Sidebar and can correctly add a content block there.
Changing the theme or page type does not help.
Here are the permissions on the parent page (all sub pages get their permissions from here).

Visit dashboard > page types > click "defaults" for the page type these sub-pages use.
now click on "add to main", "set permissions" and make sure the user has access to do the tasks you want.
As a matter of fact, while you're here you may want to set up ALL the permissions you want in all the areas, page permissions, etc. Then make sure the page permissions are set to "from page type defaults. Now every time a page of that type is created all the permissions will be pulled from the defaults and your users will have access to make pages!!
Edit:
After a re-read of your post, see the permissions are coming from the parent page and not the defaults. Editing the "add to area" permissions on the parent page should solve the problem, as long as that is where the permissions are coming from!
