Can you pass information to "Page Properties" with a block?

Hello!
I'm a total noob regarding PHP, so excuse me in advance for the noob question. I was wondering if it's possible to pass on information to "Page Properties" from a custom block. For example, let's say I create a block (with Designer Content) that permits a user to enter information like a title and/or a thumbnail. Can I pass what the user as entered in the block the page's properties?
