Can Concrete create this site?

I created a site with Homestead.com's Sitebuilder and it's jacked - it does not look the same on various browsers and that's just unacceptable. I've tried the other 2 recommended site builders thru bluehost and neither work well (for my brain/knowledge) Before i waste anymore time, can anyone help me determine:

yes, concrete5 would be a great solution for managing the content in your site once it's built right.
but no, concrete5 is not a site layout or creation tool. it wasn't meant to build out your site design like dreamweaver or homestead does. The idea with concrete5 is its a building material that helps site owners and site builders work together.
so if your templates are fundamentally jacked in most browsers, they're going to stay that way no matter what CMS you put them in.
