Can't get changes to apply or save

I'm trying to change the linked page on a CTA block, where it says, "select which page to link to" but it will never apply. I just keep getting a 404 page. Any helps?

I just encountered the same issue. The following post fixed my problem. You may have had Pretty URLs on at one point and turning them back on might fix the problem.

Go to "Site Wide Settings" and turn on "Pretty URLs"
