Can't login. tools directory is empty

I've got a site up an running on my host. It looks fine when I go to the main URL. When I try to login, I get a login prompt but once I add the username and password, the page hangs.
When I check the error log, I see the following line:
[Mon Sep 27 11:46:48 2010] [error] [client xx.xx.xxx.xx] File does not exist: /home/xxxxx/public_html/tools/required
When I work my way to the tools directory, I see that it is completely empty. Is there a way that I can re-populate that directory? I strongly suspect that this is the root of my larger issue.
