Cannot add new users to any group.

When I add a user it does not give me the option to make them an administrators. I have to be able to add administrators. I used to be able to do this. I cannot change who is in what group for any group. Please advise.

1. I can do it through the back end of the database with MySql Workbench. But this should be done through the Dashboard?
2. All of my permissions on the concrete files are root. Should they be www-data?

Solved the problem myself.

Only the superuser can add people to the administrators group or edit groups in any way. A site administrator cannot put people into their own group.

Hope this helps others too.
