Cannot Delete Block

Well i have updated to 5.4 hoping my bug would be fixed, it is not. I still cannot delete or move any block on my site. Really tough to delete entire page and start from scratch.
I have looked and searched for anything that could cause this, so far i have found nothing. This just started all of a sudden one day, and has been happening ever since.
I will delete or move the block while in edit mode, the block will show deleted or moved but when i publish edits, the block will show back up. This is a pretty big issue as of right now. Anyone have any idea on where to look?
i have cleared/updated cache, refreshed DB schema, etc etc, nothing is working

it sounds like something is borked with your install. I've never seen this and can't reproduce it on our trial server here:http://concrete5.org/about/trial...

just incase anyone else has this problem, it was happening on several of the sites i have hosted with bluehost, i did a full backup and restored on a different server. All problems are fixed
Not real sure what caused it but it is fixed so i am happy

I have the same problem in 5.5.2.1. This is quite annoying!
Is a solution at hand already?
Hope to hear

The secret was in fact to get rid of the popup blocker in my browser! It is as simple as that. The deletions were to be acknowledged, but I simply didn't see that happen.
I have done some custom work to views of dashboard, but nothing that should affect the DB operations
