Cannot get permissions to work

I am trying to get a page to be seen by guests. It can only be seen when I am logged in. When I click on "guests" in teh permissions window, it says permissions are sved but it does not allow the guest to see. When I go back to the permissions, nothing is checked - even though I saved it to have the "guests" checked.

Any idea why my permissions are not saving?
