I cannot save page permissions to allow a guest to see my blog page and subpages.

It is not on the search, navigation, or links on the site unless I am logged in. I have tried everything I can think of ie...going to the page types and changing the settings. I updated to advanced permisions and have gone into the page to edit and change permissions. I have also tried changing permissions from the site map. Everytime it says that the permissions are saved but when I go back in it is still set to "By Area of Site(hierarchy)" and there are no boxes checked. On the pages that are seen by a guest it says "By Area of Site(hierarchy)" and has guests checked or is on the manual setting with guests checked.

What am I missing?
