Cannot view contents of page versions if it does not have guest view permission

I'm experiencing the following issue:
If a page does not have it's "view" permission set to "Guest", then when you click "Page Settings" and try looking at the contents of it's various versions, the pages are blank.
This issue is occurring for me in 8.4.3.
