Can't access blocks

I am editing my website and get the following syntax when I try to add a block. Can anyone help?

I don't think so, however I do have an update to blockquote which isn't updating. Note sure how to find the list of packages to be honest other than clicking on add ons at the foot of the dashboard. Are we talking about the same thing?
I still have block quoter 1.0.1 in my list of functionality
have you removed the block quoter package from your /packages directory without uninstalling it first?
