Can't add any block

Hi!
When i'm trying to add block nothing happaned.

Chances are that it isn't allowing you to add that type of block to the spot made specifically for the site name. That is my guess. Since I can't understand the language in the screenshots, I am a little limited.

Question: Will it allow you to add a different kind of block there, like say a content block?

Yes, it is.

But when i try to add it, i see a blank frame of add block window.
