Can't choose files or images from File Manager when in Edit mode

Hello
I am trying to troubleshoot a site for a former client. They haven't managed it well and a few months back became unable to edit the site. the site is running 5.6.3.3
I have managed to restore the rich text editor and permissions but a problem remains:
When Add image is chosen from within the rich text editor or even from an image block the File Manager appears but the left click menu doesn't function and so you cannot choose a file.
The menu does work from the File Manager Dashboard but not when you are editing a page.
Has anyone encountered this before or has a solution to offer?

I'm still trying to sort out this problem, can anyone speculate on why the pop up menu for the file manager won't appear when you try to edit pages directly?
