Can't edit "Page Types"

It looks like a bug, maybe anyone knows what happened?
Normaly while open a "Page Type" with a klick on "Defaults" I can chance everything and add blocks.
The red line will be there to change existing blocks, but I can't add new ones. The "Add to..." parts are completely missing :(
What to do?
