Can't get Anchors to work in 5.5.2.1??

I am trying to work out how to use Anchors and everything I read on the forums doesn't work.
I was on my home page and added in an anchor called "hometest" and then went to another page on my site and clicked on the chain to link to an external page and there is nothing in the anchor drop down manus and if I manually enter it in via html it doesn't work either??

I was able to successfully put in a manual anchor link by highlighting the area in the content edit then selecting the "chain link" symbol and then entered the address manually like this (without having to go to html):

yours does not work?
