Can't Move Sites to new URL - Why did you remove the ability to set the URL

OK People..
This is getting on my nurves now. I run 20+ Concret5 sites and i have tyo update them all. Now to do this i move a copy of the site to a DEV.url.com so i can test updates .
BUt on version 8.1+ concrete5 you have made this so much harder and complex to figure out? with no documentation on moving sites and the only info i can see is.. Yes it autodects the URL...
So i move a copy of the site to a dev server - and i remove the cache folder and changed concrete.php file to include -
Now I can't login to change any settings . and i cant update the site becasue all the links including login links go to the old site URL not the new Dev site.. So without the option to set fixed URL - this new auto detect function is just a waste of my time.
