Can't put a layout in the right place

I'm having problems inserting a layout below a block which is near the top of the page. Here's how the page is laid out now...
Block: page title.
Block: year 2011 heading
Layout: grid of 2011 links
Block: year 2010 heading
Layout: grid of 2010 links
Between the page title and year 2011 heading blocks, I now need to add a block for the year 2012 heading and a layout for the grid of 2012 links, so the new page layout should look like this...

Block: year 2012 heading
Layout: grid of 2012 links
Block: year 2011 heading
Layout: grid of 2011 links
Block: year 2010 heading
Layout: grid of 2010 links
The 2012 block is easy enough to add, but the 2012 layout will only go above the page title block, or below the year 2011 heading. It moves up OK from the bottom of the page, one block or layout at a time until it's below the year 2011 heading, then the next "Move up" sends it to the top of the page.
Is there a way to insert the 2012 layout where it needs to go?
