Changing the background color on my global header

The only edit functions in my global scrapbook block for my title header are to change font specifications--am I stuck with the split-pea soup color of the green salad theme?

Site Map > Pages and Themes
for Green Salad Theme there is a Customize Theme option, and a Header Logo color selection, but that functionality appears to not work.
Help?

Aside-Also, at this particular time, I cannot access my site (from Mexico) except through one of two VPNs. I have tried three different browsers and none work, and two VPNs and both do work.
