I am starting a very simple website. I would like to charge a small fee for members to access the site but not sure if concrete can do this. Any help?

Yep, you need a paid plugin or commission a custom script to do this with C5.
User attributes can be used to record transaction IDs after paying via PayPal or whatever. Then, this data can be required to be entered at the member login page.
