Columns (Bugs?)

This seems like it should exist, but column layouts don't seem to be possible on 5.7 (possibly before).
How do you create a set of side-by-side columns in 5.7? I don't see a "column" block or anything similar. Some themes have pre-existing columns, but you can't rearrange these or add/remove columns, and resizing them is buggy. There is a dropdown on existing columns with the number of columns, but it doesn't do anything when clicked (seriously, add a disabled style or remove it altogether if it isn't interactive).
Is 5.7 even a viable version to use? Is concrete5 viable to use, or are these bugs common throughout?
