Concrete displaying weird characters in Google Chrome on Windows 7????

Hello,
I recently received some info about my site that was a little strange. I was told that my site appears to be showing some pages in a "different language". I was sent screenshots and on further investigation it appears that my text is not being shown correctly and looks incredibly strange. This user was using Google Chrome on Windows 7. On all my browsers I have checked (I use a Mac) everything seems to look great. Can someone please help me out? Let me know what this is and why it's happening and how to fix it?

Any help is appreciated. I have attached screenshots here as well.

On my WindowsXP computer, it seems incapable of rendering unicode characters -- I get those question marks and empty squares all the time. Not sure why it would do that on Windows7 though since it is more modern. But maybe some kind of language pack or better fonts need to be installed on the Windows machine?
(If possible I would ask them if they see this on other websites as well -- also ask them to try it in Internet Explorer to see if the problem exists there as well).
Might also have something to do with the charset you are setting in the <head> of your template html?

This issue is incredibly confusing to me. Could it be from copying text from "TextEdit" in mac and posting it to the text editor in C5? That's the only thing I could think of because I have seen this issue when you post from MS Word into online text editors.

I am at a loss with this issue.
