concrete5 cannot move external link, ERROR: "You cannot view the source page(s)."

Thought we would check in the forums and see if anyone else was running into this issue.
It appears that Administrators can create an external link, but cannot move the link under another link. The super admin user does not have this issue. However, once the link is moved under the parent link 'page' within the Full Sitemap the Administrator user can reorder the External Link.
We have advanced page permissions setup, with no other issues with creating pages, or even creating the external links.
