Content block and Scrapbook without dynamic update

Hi guys,
was wondering if it was possible to have a specific content block, in this case a template my customer wishes to use to place multiple products in the same layout across the website, using a scrapbook-like functionality, but without the scrapbook function of updating across the site (the global block functionality)?
