Core CSS not loading

I have a 5.6.3.3 custom theme I built a few months ago, and today I used that same theme on a different site. When I click on Design, Properties, Full Page Caching etc. a page comes up without css and nothing is clickable (see attachment). It only does this in FireFox. Any ideas?

I fixed it by starting the site over. Not sure what happened the first time.
