I am looking to either customize the comment system or create a custom form?

We are doing an auction site with a weekly fundraiser.
I'll be creating the page each week manually. although trying to learn how to create a custom "page type" with all of this already built in? will worry about that after I figure out the form thing.

Users will be required to register. I am looking to use a form system at the bottom of the page which will allow the person to submit a bid. and than have it show bellow the highest bid along with bidders first name.
And maybe an option to view past bids? Or for the admins to see past bids?
Also anyway to make the form display show the Highest bid amount rather than last bid? as to keep things running smoothly.

One more great feature would be the ability to disable the auction at a certain time.

Can anyone help me out with part or all of this? Going to a good cause I will explain privatly if interested.
