Yes that's certainly possible, but it requires some PHP and probably JavaScript skills.

In concrete5 you can customize every block's output by either overriding an template or adding a new one. But again, it does require some knowledge of concrete5, PHP etc.

As far as I know, there's no out of the box solutions. There's this add-on which looks very similar to what you might want:http://www.concrete5.org/marketplace/addons/slider-overlay/...
