Dashboard button not showing up for Editor group

I have a user group I created called Editor1. I have gone through and given it slightly less than Admin rights. However when that user logs in they get the Edit bar with only the Edit and Sign Out buttons. I have gone into site map and selected to show all pages. From there I set the Dashboard privileges for the Editor1 to have access. All the sub pages use those settings. However there is no change. So I put the user in the admin group which can access everything. Again no change. There is no dashboard button. I as Super admin get all the right buttons when I log in. Does anyone have an idea what is happening?

Maybe: Does the user have the rights to see the system page "dashboard"?
In the site map manager there is an checkbox to display system pages as well, check the permission for this page for this user/group, if you not already did?

That's the confusing part i have them set on the Dashboard page permissions to have access. And even though it shows it saved it acts like it is not recognizing the change.
