Getting Fatal Errors in "Add Functionality" and "Sitewide Settings"
Rest of site is working fine.
Thought it was a database thing so I tested a database from 25th Jan received the same errors.
"Sitewide Settings" error is
It keeps going on about the concrete version in the Updates folder. It seems that is the problem. If I delete Concrete 5.4.1.1 folder in the updates folder the site breaks.
This is a bummer...

delete the folder in /updates and remove the line in config/site.php that says

Unfortunately it didn't fix the errors in "Add Functionality" or "Sitewide Settings" but it does enable me to run the site without the update in the updates folder.
