Dashboard Sitemap Shows No Pages

I am finally trying to embrace v8.1. I had nothing but bad experiences from the v8 from the day it was released, so i tried sticking with 5.7.
A fresh install of 8.1 with sample data and the dashboard Sitemaps, are completely blank, not even a Home page. (See attachment). All my previous attempts at installing v8 didn't have this specific problem. I ran the 'Generate sitemap.xml' job and that didn't do anything.
Anyone seen this before?

PHP version or corrupt install files?
Environment Info says PHP v7.0.16. I installed v8.1 using the same files on another domain and it is fine.
Can you check the apache error log for any output when navigation to the site-map page?
I have never read a apache error log. I have it in front of me, what am I looking for?
Look for PHP errors. The error message is usually appended to the log as it happens, so it should be one of the last lines in the file right when the error occurs.
