Delete Stack in the Core

I am having issues with Memory Error / PHP running out of memory to execute / display pages on a website. I got the Fatal Error :: Out of Memory error and thought it was a PHP issue but after having the hosting company check the server, it appears the problem is relating to the script.
Through a series of trial and errors, we discovered that the core Stack for SideBar is where the error is occurring. I would like to delete that stack and recreate the sidebar nav myself to fix the problem. However, the BIG PROBLEM is that the stack runs out of memory and throws a 500 Server Error when I try to open it where I could delete it.
Attached is a screenshot showing the error. Every page with that stack is not loading due to this issue. If the stack is removed, it loads just fine.
