Different version of site from locahost/ versus 192.168.x.x/

I get a different version of my website when I access it via localhost than I do when I edit it via an IP address. I am using XAMPP on Windows 7.
I noticed this when changes made from another computer on the local network did not show up via localhost on my computer.
On the computer that is serving the site with XAMPP, I only see the changes that were made externally if I use the IP address instead of localhost to access the website.
Does anyone have any thoughts about what might be going on and how to fix it? Also, i'm not sure if it is related, but external access seems to be really slow.
