Disable Dashboard News for all but admin

Is it possible to disable the dashboard news for all users but the administrator.
Suggestion - Put an entry (check box) in the "Interface Settings"
System & Settings / Interface Settings - just like disabling the dashboard Background and Picture of the day.

I'm really not interested in having my basic users (Editors only) click on the "Learn and Update" link and potentially update the site by accident.

Is there currently a way to disable the news.. now?

There are a lot of white labeling options, and one of them disables the news.
This code must be added to config/site.php.
