easily define homepage or landing page

is there any tool to easily define homepage a.k.a. landing page of your website?
here's my structure
CZ //parent folder for languages
|-intro
|-another
|-page
EN
DE
so when you type in mysite.com you'll land on CZ page, but if i put First in navigation on my CZ page, it starts to behave strangely ...it redirects me to login page...isn't it quite strange?
