Edit, Add new sub-page, won't load (tools/required 404)

I just installed my Concrete5 with the latest version, and anytime I click Edit and choose to edit some content in the page, or even just adding a sub-page, the loading icon keeps on loading forever.

I opened Network in Firefox, and it has a request like this that 404s:

index.php/tools/required/edit_block_popup.php?cID=1&bID=26&arHandle=Main&btask=edit


Can anyone help me out here? The /tools folder is empty, nothing was included in the download.

Make it sure that your installation has all the files and folder. Try to download the C5 again form site, extract it and copy the concrete folder into your installation directory.

I've reinstalled it but the issue remains.
