Edit Bar is blank all of a sudden

Today when I logged into one of my clients sites, the Edit bar is just a blank bar...no buttons. I was able to get to the Dashboard and upgraded to 5.6.1 from 5.6.0.2 but it is still missing. footer_required is in place. Any ideas?
