Edit Bar Not Showing

I have a user that is allowed to edit a page they have edited that page earlier but however went to edit just now and the edit bar was not there. They re-logged and still could not edit that page. I checked the permissions, and they are inherited from the main page, and they can edit that page. I can go to that page and there is nothing wrong it is just that user.
Any ideas on how to correct this?
