Edit blocks move

Hi - I imported a template to create a theme and that seemed to work OK.
I am trying to add a composer control block to the page.
When I go to page types>output> Edit defaults for the page, choose output.
When I choose + to add the block, it brings up the blocks menu OK, but I am unable to place the content control block on the page and the edit bar that is usually at the top of the page moves to the bottom but seems inactive - it won't save.
version 8.0.3. What would be moving the edit menu around like that?

What you describe sounds like it could be a CSS/JavaScript conflict between your theme and concrete5.
When this happens, are their any errors in your browser console?
