For pages created with Composer.
In the concrete5 toolbar, click on the the gear icon (Page Settings), and then change the page name.

For pages not created with Composer.
In the concrete5 toolbar, click on the the gear icon (Page Settings), click on the SEO link, and then change the page name.

This can also be done in the sitemap.
In the sitemap click on the page you want to change, in the popup menu choose Attributes, then change the page name.
