Edit toolbar missing for everyone except Admin account

I have Concrete 5.4.2.2. When I login with the Admin account, everything works normally. The edit bar is visible and I can edit pages. If I log in as any other user, who has the exact same administrator rights and privileges as Admin, the edit bar is missing. See attached image file. This doesn't make any sense to me. Please advise. Thanks in advance.
You're quite a few versions behind, any chance you could update to 5.6.1 first? That might fix the problem or if it doesn't, improve the chances that we can help you.
And just to add to Remo, you should go from 5.4.2.2 -> 5.5.2.1 -> 5.6.0.2 -> 5.6.1 (don't know if you can skip the 5.6.0.2 version, but better not to be sure).
