Edit toolbar missing

Hi I’m very new to concrete5, and I’m working on a site that was setup by some else. The toolbar that normally shows up when you login is replaced with a white bar that is useless. So now I can't even do the simplest edits. Any help would be appreciated.

It could be a number of things. But I tend to find its a fatal error somewhere on the page. I do not know if it is a live site, but do you have PHP error display on? Is this happening across all pages?
