Edit toolbar not showing on homepage at random

The edit toolbar is not showing on my concrete5 site.
I also have a problem with logged in session. Sometimes it would switch to another user.
The Loader::element('footer_required') and Loader::element('header_required') are present in the active theme.
What can i do to solve this problem?

Does your site have a caching engine in front of it like Varnish or CloudFlare? That will cause lots of issues like these.
The website is not behind an caching engine. it was behind an load balancer but without any caching settings enabled. The problem also exists in local development
