Editing long forms

I'm creating a pretty long form. Added a bunch of questions and each new one was dropping to the bottom of the list as expected. After entering 29 questions, the editor decided to start adding new question between the 1st and 3rd questions for no apparent reason.

Anyone have any ideas?
