Editing screen still loading? What does this mean?

When I login to the editor a progress bar starts across the top of the page and a revolving circle appears over the dashboard icon in the top right corner. I have attached an image of what I am seeing... What seems odd is the page appears to be completely rendered, the progress bar gets to about 98% or so, and the revolving circle continues indefinitely. What does this mean? Is there something in my configuration I need to look at?

I'm running version 8.1.

I found a post talking about path error but related to nginx but I am running on cpanel/apache.

Simply stopped your system from searching for the latest news on the welcome screen..

I have the same prob.
the console shows this:
