Error when editing a global block.

I currently have a block located in a global scrapbook. If a non-admin trys to edit this block the content block comes up but as soon as you hit edit you get the attached error message. Have been unable to fix so far.
Basically I a page that contains multiple global blocks that this particular person can edit. That way I only have to give edit access to one page vs the whole site.
