Is there a way to allow administrators to edit External Link page properties and attributes?

As has been discussed in other threads, it is possible to edit the properties and attributes through the Page Search section. But, this ability only applies to the Super User. I have not had any success allowing any other users or groups to edit External Link attributes. Am I missing something?

I have been running into the same issue with several clients, so this would be extremely helpful.
