Feature: "Layout Block"

It would be kind of cool to allow users to choose a "Layout Block" when adding blocks to a page that would present the layout creation interface on a page. Currently (as far as I know), I have to add a layout to the bottom of a page's area and then drag it to desired location - which is actually kinda clunky (no offense).
