File access permission not working

Hello Folks
I'm in a need to restrict some files access from normal user. So only administrator can view these files but guest users can upload files to that file set from frontend form. For this I've created a file set and put permission on that, so only admin can access the files beneath that file set. But not sure why its not working. Its still allow normal users to view that file in browser. I'm attaching the permission for reference.
BTW the C5 version is 5.6.3.3
